I can't believe something this essential has gotten so screwed up. I have the feeling another incomptant Bush crony may have something to do with it

Usually when contracts are discussed, a start date and complete date are settled upon. After this is done, a penality is set whereby if the company does not finished the contract, they, not the U.S. tax payer, pays a fine for each day the contract is not finished. Why doesn't the U.S. impose these kind of contracts? Maybe is they start doing this contracts will be completed on time and the U.S. taxpayer will get a break on excessive spending.
